CONSTITUTION AND BYLAWS

PREAMBLE

Whereas a meeting took place on January 14th, 2003, at the Leatherneck Club of the Marine Corps League, in Las Vegas, Nevada, for the purpose of planning the establishment of an organization of Marine Corps interrogator-translators,

Whereas a group of former members of Interrogator-Translator Teams of the Regular and Reserve establishments of the United States Marine Corps did, at this meeting, lay the foundation for a historical-fraternal organization,

Thereby An organization of Marine Corps interrogator-translators was founded.

ARTICLE 1. (NAME)

The name of this organization shall be The Marine Corps Interrogator-Translator Teams Association (MCITTA).

ARTICLE 2. (PURPOSE)

The purpose of this association shall be historical-fraternal: to develop an historical record of the Interrogator-Translator Teams of the Regular and Reserve establishments of the United States Marine Corps and to foster the memory of the Marines, living and deceased, who have served in the ITTs. The MCITTA is organized as a War Veterans association.

ARTICLE 3. (OFFICERS & ELECTIONS)

a. Association Officers

    1. Elected MCITTA Officers:

    Team Commander

    First Sub-Team Commander

    Second Sub-Team Commander

    2. Appointed MCITTA Officers:

    Team Chief

b. Duties of Officers

    Team Commander:

    Shall act as presiding officer, with all powers and duties incident to such office.

    First Sub-Team Commander:

    Shall, in the absence of the Team Commander, perform the duties and exercise the powers of that office.

    Second Sub-Team Commander:

    Shall keep a record of meetings of MCITTA and function as the MCITTAs Financial Secretary to include such duties as the collection and recording of any monies donated to the MCITTA.

    Team Chief:

    Shall provide administrative support for the MCITTA.

c. Elections

    1. All members of the MCITTA are eligible for office. Nominations will be accepted three months prior to the Annual Gathering.

    2. Elections for officers shall be held at the Annual Gathering. Voting will be by ballot.

    3. Elected officer terms are for two years. Maximum service for an elected officer is two terms.

ARTICLE 4. (MEMBERSHIP)

Membership is open to all Marines who have served aboard a Marine Corps Interrogator-Translator Team. Spouses and widows are also eligible for membership in the MCITTA.

ARTICLE 5. (FINANCES)

  1. Dues or fees for membership shall not be required.

  2. MCITTA expenses can be reported at the Annual Gathering and donations for expenses may be solicited. Monies will be submitted to the Second Sub-Team Commander for recording and immediate disbursement to members who have had expenses approved by the membership.

ARTICLE 6. (MEETINGS)

  1. An annual meeting (ANNUAL GATHERING) will be held during the month of August in Las Vegas, Nevada at a location to be determined.

  2. Notice of the Annual Gathering will be promulgated in a timely manner in MCITTA publications.

  3. Three members shall constitute a quorum for conduct of MCITTA business.

ARTICLE 7. (AMENDMENTS)

The Constitution and Bylaws may be amended at the Annual Gathering, by majority vote.

ARTICLE 8. (RATIFICATION)

The Constitution and Bylaws were ratified by the seven founding members on 17 March 2003.

ARTICLE 9. (PARLIAMENTARY PROCEDURE)

Roberts Rules of Order will be used in parliamentary instances not covered by the Constitution and Bylaws.

ARTICLE 10. (ORDER OF BUSINESS)

At the Annual Gathering and any special meeting, the order of business will follow this guide:

ARTICLE 12. (CORPORATION)

  1. The MCITTA is a non-profit, war veterans association.

  2. The Elected Officers will act as the Corporate Board of Directors, using the titles of:

President (Team Commander),

Vice-President (1st Sub-Team Commander), and

Financial Secretary (2nd Sub-Team Commander.)
